Bio:
Dr. Ryan Baggett is an Associate Professor of Homeland Security (HLS) at Eastern Kentucky University (EKU) and also serves as the Program Coordinator for the EKU HLS Program within the College of Justice and Safety’s School of Safety, Security and Emergency Management, Department of Safety and Security.
Prior to this position, Baggett served as the Director of Homeland Security Programs within the Justice and Safety Center at EKU. The Federally funded center managed over $100 million worth of grants from 2001 to 2011. During his decade at the center, Baggett provided oversight of various United States Department of Homeland Security (DHS) and United States Department of Justice (DOJ) funded programs. Topical areas within these programs included, but were not limited to: the National Incident Management System/National Response Framework, Technology Evaluations and Assessments, and Training and Technical Assistance to Rural and Remote Agencies. In addition to domestic projects, Baggett has delivered presentations and training internationally in various European countries as well as Finland, India, Russia and Bahrain. Prior to arriving at Eastern Kentucky University, he worked for three years at the Murray State University Police Department.
With regards to publications, Baggett has authored several book chapters and co-authored two textbooks, “Homeland Security and Critical Infrastructure Protection” (2009) and “Homeland Security Technologies for the 21st Century” (2017). He is currently working on the second edition of the critical infrastructure text (2018). Additionally, Baggett has engaged in a number of service activities to include EKU’s Faculty Senate, EKU Faculty Innovators and the Quality Enhancement Plan Committee. Baggett was a member of the inaugural cohort within EKU President Benson’s Leadership Academy, a 2015 fellow within the Bluegrass Higher Education Consortium Leadership Academy and a member of the 2017 EKU Faculty Leadership Institute. With regards to professional service, Baggett currently serves on the board of directors for the Daniel Boone Chapter of the American Red Cross and the University of Kentucky Madison County Cooperative Extension Board.
Last, Baggett is the 2017 recipient of the EKU College of Justice and Safety Outstanding Mentor Award, the 2015 recipient of the EKU eCampus Faculty Advocate for Student Success Award, the 2014 recipient of the EKU Award of Teaching Excellence and a 2013 recipient of the EKU Critical Thinking Teacher of the Year Award. He serves as the faculty advisor for the Homeland Security and Assets Protection Leaders of Tomorrow (HALT) and the EKU chapter of the National Order of the Sword and Shield (HLS Honor Society). Dr. Baggett holds a doctorate degree in Leadership and Policy studies and a Master’s of Science Degree in Criminal Justice (with a concentration in Police Administration) from Eastern Kentucky University. His Bachelors of Science Degree in Criminal Justice is from Murray State University.
